Purpose: Responsible and accountable for the proper and safe operation, enhancement and reliable operation of power substations and generation protective relaying, apparatus, control schemes and network integration.  Ensure successful commissioning of O&M capital substation projects.  The work also includes field project management.
 
KNOWLEDGE, SKILLS AND ABILITIES:  The minimum requirements of knowledge and previous experience necessary for an individual to be considered for this position.
Bachelors Degree in Electrical Engineering (Power Option preferable)
3  years minimum experience in transmission and substation system protection and commissioning of electrical substations or equivalent electrical utility experience
Engineer-In-Training or PE Registration
Strong knowledge of utility protective relaying application, control scheme design, electrical apparatus testing, relay testing, meter testing and substation automation/integration.
Knowledge of Schweitzer relaying and substation network integration and communications
Understanding of ASPEN OneLiner (short circuit/coordination) and ASPEN Relay Database software
Extensive knowledge of computers and databases
Thorough understanding of IEEE/ANSI, IEC and RUS Standards
Understanding of NERC/WECC standards relating to Transmission O&M.
 
ESSENTIAL AND MARGINAL FUNCTIONS:  The major activities for which this position is held accountable.
Provide project schedules, develop and maintain budget, detail drawings, material, equipment, construction support for substation relay, controls and communication projects
Assist Protection Engineer in performing short circuit and coordination studies within power delivery system, other utilities and member coop systems.
Assist Protection Engineer in the management of short circuit/coordination and relay database software
Commission new substations and retrofit projects
Develop and coordinate acceptance tests for relays, large power apparatus and substation automation/integration equipment
Review system outages, evaluate, design and change control circuitry
Assist in developing design standards, evaluate new products and equipment, recommend upgrade projects for substation network integration
Provide technical supervision to O&M Field Engineers I-II
Provide technical supervision and engineering support to maintenance craft personnel and Power System Operations in optimizing the operation of the power delivery system
Provide System Engineering Manager with monthly progress reports of on-going projects
Assist O&M Department in assuring NERC/WECC compliance.
